I don't know if it is possible for this product to be broken. When I got it, it seemed fresh. I used it on several appropriate surfaces. During the day, the areas that are covered with the paint do seem to have a neon effect. However, at night--despite being put under a strong light source for several hours--this item fails to glow. Sometimes there is a very, very, very, very faint glow...but most of the time there is no glow.

The pots of paint are tiny but when we used them to paint on white construction paper, the images glowed nicely in a dark room. We "charged" the paintings under a regular bulb for a while, not overly long, and were pleased with the outcome. My 4-year old boy is delighted.
