I couldn't find navy blue pom poms anywhere for my son's room so I had to go with these. They look nice but I am used to the ones that are ready to go, already folded (like the fan shape) with center ties and all I have to do is puff them. I basically received tissue paper with the ends rounded as shown in the picture above. I had to separate the sheets, then tie them in the center, then fold like fans then puff. The color looks nice and overall the pom poms look nice so I rated it a 4...just wasn't expecting the extra work since it was not in the item description.
