The problems most people have with fabric punches is that they use them incorrectly. Two simple rules;

1) Be sure what is behind the cloth is not too hard. Do not use a hardwood, like oak. Use something soft, like pine or cypress.

2) Be SURE to use a mallet, NOT a hammer. You would be amazed at the difference it makes. A hammer will just cause the punch to 'dent' the material.

I purchased these to punch holes through lightweight cotton fabric so I could put in some eyelets. When I hit the punch with the hammer, the end of the punch drove the fabric through the wood beneath and didn't cut the fabric. I tried it with paper too same problem. I sent these back. I don't think the tip of the punch is sharp enough.
